Claimant Count: On-flows and Off-flows
How does Nomis count the on-flows and off-flows for JSA? For example is a customer classed as an off-flow if they are transfered to another office? There is an issue of skewed data if an off-flow is simply a customer moving from one office then it is not a true representation of customer off-flowing from benefit. Any ideas?

If someone moves office the records will be linked and the record will not show as an off flow.

I take it then the on-flow and off-flow will be registered to the same office? For example Thorne has the on-flow initially, but is then transfered to Doncaster where the on-flow is re-recorded as being at the Doncaster office and taken off the stats for Thorne. When the customer leaves the register, the off-flow is then recorded against Doncaster only. This means the overall stats for that customer should show they on-flowed to Doncaster and then off-flowed from Doncaster (with Thorne's original on-flow being deleted from the overall stats). Is this right?
