BRES: Local Authority returns

Hello all BRES users: I am currently acting as the local authority lead for the Central and Local Government Information Partnership (CLIP) Labour Market Statistics Group. BRES is, of course, a major discussion topic for the group and I have been talking with ONS about how we might be able to help improve the local authority returns for this dataset.

After release of the provisional BRES 2010 data, ONS were contacted by a number of local authorities with concerns. They investigated these queries, including making checks against the new 2011 returns coming in, and it seems that many of the 2010 anomalies are actually related to the quality of returns from local authorities themselves! As users of the data, it would be great if we could try to do something about this and I am hoping that we might all be able to help by liaising with the person who completes the BRES submission in our own authorities.

I've recently emailed to a list of Nomis users with a notice to access BRES with more details. If you've been missed and would like more information, please get in touch with me at a.e.gray@dorsetcc.gov.uk.

I'm also hoping to add details of common questions asked to this feed.

Thank you.
Anne

Data and Profiles for New Wards

Our ward boundaries changed in 2011 but, understandably, the Nomis Profiles and all available ward level data are for our old wards. Just wondering whether Nomis has plans to replace these with profiles for the new wards when the 2011 Census data is published, and whether there has been any indication from DWP that it will publish unemployment and benefits data for the new wards at that time? I am sure many authorities are in the same position. It's a problem, especially as our ward boundaries are no longer co-terminous with LSOAs and MSOAs.

NINo available via NOMIS?

The DWP publish quarterly National Statistics on National Insurance Number (NINo) Allocations to Adult Overseas Nationals entering the UK. DWP are currently looking for user views on the statistics and the format in which they are provided including: the DWP Tabulation Tool, One-click tables and an annual Analytical Report.

The questionnaire will be available until Friday 24th February 2012 and gives users a structured way of expressing user views. This enables DWP to target future consultations at interested users; shape the future direction of statistics development to address user needs; and help ensure value for money.

The questionnaire can be downloded here:
http://statistics.dwp.gov.uk/asd/asd1/niall/index.php?page=nino_allocation

Personally, I find that although the statistics I require are available via the DWP Tabulation Tool, the download options available are not as flexible as they might be. Ideally I would like to be able to produce time series data for a variety of variables for a single local authority or other geography. Instead I have to download data for all geographies and manually extract the area I required and create a time series manually in excel. If NINo were made available via NOMIS, all these issues would be solved making extraction of NINo stats a lot more efficient.

Jayne Mills
Research and Statistics Specialist

Definitions of Industrial 'Sectors'

At a recent information sharing meeting, the issue was raised regarding having industrial 'sectors' available on NOMIS. The sectors referred to were ones that do not have a clear definition within the Standard Industrial Classification, for example, Green Sector, or Technology Sector.

Although these sectors may not have official definitions, in some cases there may be unofficial or usual definitions that are used. If some level of consensus can be reached across users, then we can establish these 'sectors' on NOMIS to be selected in cases where suitable industrial breakdown is available in the raw data available.

So, now it's over to you. Are there industrial sectors that you would like to see available on NOMIS and importantly, can you suggest a definition for those sectors in terms of the SIC2007 industries that you would like grouped together to form them.

We can't make any promises, but we will see what we can do.

The sorted order of Nomis output

Is it possible to reorder the various geography files used by Nomis according to AREA CODE rather than by AREA NAME (or perhaps to give a choice at the output stage); in the former City of Durham LAD for example there are 20 statistical wards; of these St. Nicholas is listed twentieth on any Nomis output using these wards, but its code suggests it should be listed eighteenth. This is because the prefix ‘St’ has been adopted for the area name, whilst the area code has been determined by a sorted list of names using the prefix ‘Saint’. It would make sense to adopt the area code as the primary sort order since it is designed to be the URN, and area names are not 100% unique e.g. ‘central’, ‘west’, etc.

This is a trivial request, but it is something that has caused us a few problems from time to time especially when trying to match data to archived records. We download a fair amount of data through queries and it is not always possible to intervene and sort the data into the required order.

Three new IMD Decile geographies (England, Scotland and Wales) have been launched on Nomis.
https://www.nomisweb.co.uk/articles/587.aspx

The geographies made available would allow you to do things like make a comparison as to how your area rates against statistics for the various deciles, or look to see how these deciles have performed over time etc.

However, these geographies are also launched as a taster to introduce the IMD Deciles. What we would like to know, is what else you would like us to consider doing with them. We can't make any promises - but we would be interested to hear your ideas.

Scottish Parliament Constituencies and Multi-member wards

We are currently producing profiles for the Scottish Parliament Constituencies (boundaries are changing for the elections this May). There is no data on NOMIS for this geography (neither current nor new ones), nor is there anything for our multi-member wards which came into effect in 2007. Given that there is a lot of data for now defunct geographies (I was specifically looking at claimant count data - but it applies to other datasets too), do you have any plans to produce data for either of both of these geographies which would save us a great deal of effort reworking datazones on a best fit/split basis

Jennifer Boag
Senior Research Officer
Falkirk Council

Has anyone attempted to aggregate SIC2007 sections into broad industry groups? If not I will; they were a useful feature of SIC2003. It's mainly straightforward, but one issue is what to do with Section J Information and communication, where Telecommunications have been split off SIC2003 Section I (previously in BIG 6) but Computer programming (previously in BIG 7) and Publishing (previously in BIG 3) added. Given the distribution of employment in these categories, I think Section J belongs in BIG 7 Professional and business services rather than BIG 6. What does anyone else think?

any plans ro re-freeze wards?

Does anybody know if there are plans to re-freeze the ward boundaries to current definitions, for use by Nomis and other government statistics portals? Our ward boundaries changed in 2004 and it would be nice to know how much longer we have to continue working up current ward data using lookup tables.

Many thanks,
Pete

I don't often use the profiles on the front page, but noticed that the charts would not display in my Firefox (version 3) despite it having built-in SVG. Sends me off for a plugin to do what my web browser does for itself.

I gather (not being a Mac user) that Safari has the same functionality.

Can you get the web team to recognise that most browsers other than Internet Explorer can display SVG charts and maps without plugins?

ONS tends to make the same mistake, so you aren't alone

I know you can standardise to 4 1/3 weeks, but I need to factor in bank holidays.
NINO stats

National Insurance Registrations

Number one on my wish list would be to make NINo statistics for foreign workers available via NOMIS.

Currently, although it is possible to get hold of stats from DWP at LA level on a quarterly basis, small area data is impossible to access. The data is colllected at postcode level but DWP will only make available upon request at postcode district level. Ideally we would like the data aggregated to ward level and DWP are not currently able to do this.

NOMIS would be the perfect way to deliver this data as very similar to the other DWP stats ie more detail available at higher geographies but only very limited detail for smaller areas.

The NINo data is increasingly being used to look at population change over time. Are there any plans to do this? If so when?

Jayne Mills
Research and Statistics Specialist

Rural and Urban Geographies

This post is a more specific follow-up to the discussion on user-defined geographies and industries. As someone involved in work on rural economies, it would be very helpful to be able to access a series of pre-defined "rural" and "urban" geographies. These could be based on the official Rural and Urban Area Classification 2004, and provided at various geographic levels (regional and national would be most useful).

For example, "rural 2003 CAS wards in England"; or "rural LSOA's in England".

At present, obtaining a rural/urban split from the NOMIS datasets involves a very long-winded process of cutting and pasting definitions from worksheet to worksheet. If anyone has discovered a short-cut, please let me know!

Interestingly, Neighbourhood Statistics does include a rural/urban breakdown with the latest data on VAT-registered enterprises.

Any thoughts?

SOA Lower Layer area data

Hi - Where can I get data such as the land areas or population densities of SOA Lower Layer areas. I know it could be done on the Neighbourhood site, but if I try to select more than a very few Lower Layer areas, it tell me that I have reached the limit of the number of areas I can select at this level. Therefore, that way it will take me a month of Sundays to get any Lower Layer data for, say, the whole of the East Wales NUTS 2 region, which is the area of my case study.

Hope you can help!

Steve

Don't forget the small geography data users!

Local authorities need data at low level geographies to monitor local labour market situations. Whilst it may be helpful for national and regional researchers to have employment data broken down by nationality and ethnicity, and by different types of disability, this does not permit the borough level data we need. We would love to have all this detailed information, but whilst the sample sizes are low the confidence levels are just too large. Could you provide us with broader categories so we can use this valuable information please?

Self-employment as a proportion of everyone

Is it possible to add, to the Annual Population Survey "Employment status" variables, "% who are self-employed - working age"?

I see that "% in employment who are self-employed - working age" is already there. However, we in the Small Business Service are keen for all people to think about becoming self-employed, not just those who are already employed. So we measure self-employment as a proportion of all people, not just those in employment.

Eligible local councils are currently drawing up bids for the Local Enterprise Growth Initiative, and SBS would like these councils to support these bids with evidence using the self-employment rates calculated in the same way.

Sorry if this is already available - I've had a search for about twenty minutes but can't see it. I suspect it might be possible to calculate by combining self-employment out of all employed figures with employment and population estimates, but I'd rather make it easy for all the local councils to access consistent rates.

I wanted to run ABI2004 for counties, but found that this geography ceased in 2002. I don't fancy setting up user-defined geographies for all the counties, so ...

Could we have another geography category "Common user-defined geographies", which the Nomis team could extract from those set up by users. This could include counties, city regions, core cities etc.

This would also be useful for "Common user-defined industries". eg. Creative industries, media sector, knowledge based. I suspect the problem here would be that there is no national/European definition of what SICs make up these sectors.

GVA and Household Income data

Any chance that GVA and Household Income data could be made available on Nomis?

GVA data is published each December at the local authority level.
Gross household income data has been published as 'experimental statistics' down to the ward level. Data for 2001/02 is supposed to be available shortly.

Life would be a lot easier if all the data were available in one place.

Claimant data

When extracting Claimant data with the option 'Proportion of resident working age population' on, could we be given the extra option to include this resident population in the output table. This would make it easier when we want to consolidate areas to counties, city regions etc.

Although we are supposed to use claimant proportions rather than claimant rates, some of us 'old times' still prefer to look at claimants divided by economically active population. Estimates of economically active are available from the LFS but these can be very erratic. Are official 'smoothed' estimates available?
